It's taken a lot of time, effort and tight fist-ed negotiating between the Encinitas City Council, the planning commission and the diplomatic and patient gavel of Mayor Catherine Blakespear, however, the time has finally arrived. Encinitas and its 4 burroughs, Leucadia, Cardiff, Cardiff By The Sea and Olivenhain, can now move forward with a streamlined and affordably priced permit process for adding a Backyard Home to a homeowner's property.
Additionally, the planning and building departments are in the process of diligently reviewing and considering several architectural designs, floor plans and construction methodologies for fast track pre-approval which will further enhance the entire process.
With a HUD Manufactured ADU in contention it would be possible to turn an entire project around in less than 90 days from permit issuance to Certificate of Occupancy (CO) as there are fewer permits and inspections required.
No doubt Encinitas has set a new benchmark for San Diego jurisdictions across the County including the County of San Diego itself. Their superb leadership has certainly set a great example when it comes to jurisdictional bureaucracies working together in bringing resolve to our dire affordable housing shortage.
